The bill (Reg. No. 6227) presents specific features of design, construction and maintenance of an encircling highway around Kyiv, and presupposes formation of a modern roadside infrastructure to the service of the road users.
The bill envisages staged design of an encircling highway around Kyiv. It sets a ten-day term for issuing technical conditions, licenses and conclusion, approval of designs by all the establishments, enterprises and organizations regardless of the ownership form.
Construction of an encircling highway around Kyiv shall connect three international and four transport corridors, unclogging the streets of Kyiv from transit transport.
The author of the bill believes that implementation of the bill will create new workplaces, facilitating economic development of the region.
The Committee members uphold the bill, as its adoption will enhance transport communications between the administrative-territorial units after the construction of an encircling highway around Kyiv.
